forms have to be filled out every campaign contribution a candidate receives. those forms then have to be filed with whatever state election commission or fec. name, address, occupation.... these have to be filled out and filed not just for monetary donations, but for in-kind donations.

it isnt the fec having access to bank accounts, it is from information on campaign reporting. because of limits on how much individuals can donate, it is used to track donations and make sure laws are being met.

these are also considered public record. any good fundraising staff on a campaign not only is good at helping their candidate raise money, and make sure all laws are being followed, they are also downloading all filed reports for their opponents as soon as those records/reports are posted. (generally weekly, at least in oklahoma.) a candidates fundraising staff will go over the opponents fundraising reports with a fine tooth comb looking for irregularities, conflicts of interest, what looks like payback for votes (if opponent is an incumbent), or simply to see who matches their candidates donors so you know who is hedging all bets with their donations. because occupation has to be listed on each form, it is also easy to see the pattern of what industries have individuals that are tending to donate to certain candidates.

Hooah. I guess that makes sense. So it's not just the military the FEC can monitor; they could also see where, say, doctors donate.
