    First, legalizing marijuana is not an obvious solution to limiting its use. Makes no sense at all. And it is absolutely not true that marijuana use does not impede perception, judgement or motor skills similar to the way alcohol does. Anyone driving a motor vehicle under the influence of Marijuana is a danger to other drivers. Ask any police officer who as pulled over someone who is under the influence of Marijuana.

    But another bag was the type referred to as a nickel or dime bag, and is generally used for distribution.

    Ah, but has prohibition of marijuana limited it's use? I would say after the 8 or so billion dollars we spend each year and the thousands of recreational users we lock up, it is cheaper, more potent, and easier to get than it has ever been.

    I'd be more willing to agree with you if you could point to ANY concrete evidence that prohibition has worked in reducing supply or demand.

    Yup. That's probably how he came into possessing it - someone distributed it to him in a nickel bag. Nothing there tells me he was trying to sell it. Now, if he was in possession of 10 nickel/dime bags - there would be a strong case.
