The TE may not always get the ball, but it is not uncommon for a guy to run a crossing pattern where the ref gets in the way. It's actually a pretty smart play. He is considered to be part of the field of play, use him to your advantage if you can.

its kind of a bad angle to watch, Garcia clearly cuts back towards the ref and he definitely wasn't expecting it.
