My first thought on this is that NATIVE Americans aren't new comers, so what to do then? Forcing them to learn English will complete the cycle of obliterating them and their culture. That can not happen. As for other new comers, learn the language, but I can understand it if you recently got here and are still learning. It's those who come here and refuse to either learn or use English.

Not that things like that ever happen in Texas...
