In NCAA stats out of 414 QB's that have taken snaps this year, not just starters, heres where he ranks:

# 91 in Total Yards this year
# 286 in completion percentage
# 85 in TD's thrown
# 81 In INT's
# 176 in QB rating

Hard to argue with those numbers. Plus he's surrounded by more talent than probably 400 or more of the other QB's. He may be improving at a snails pace, but he started so bad that even the new and improved Jennings is less than mediocre.

He's Obama's economy, improving just not fast enough.
