I think this is a great summary of Paul Ryan. I really want to like him and I also think he's very smart but he let's his political expediency get in the way of doing the right thing. Like Red said, if he had any balls, he'd be great. Unfortunately, he also wouldn't be in the position he's in. That's politics for you.
