1. It doesn't matter how the fans fraction out, the TV market is to the entire state. Fans will watch rival teams play. Non-fans will be exposed to SEC broadcasts that they were not exposed to before.

    DC has to be considered a Virginia market, too. A huge part of the DC metro area is in Virginia and there are lots of fans of all teams inside the Maryland beltway that will be saturated with SEC media from DC stations.
