Like whoever made that blowout preventer that failed. Or TransOcean who was in control of the rig. BP will be suing as well as being sued.
Not trying to argue this statement, but IMO that's the only thing I think he's done. It seems every speech is about "this is BP's fault and they will be held accountable", which is true. But those words (just words?) don't help citizens and local officials trying to keep oil away from the shore. Take away the emotion against BP, and you'll see that the POTUS has no constitutional right to demand a private company do what BP did. As you state, it was a dance to throw a bone to the press.
Then why have they tried to hide the truth since day one and sweep everything they can under the rug? Then 40 + days later release HD film of the leak that could have helped, lied about how much oil was being pumped into the gulf etc etc.
I don't know. I'm waiting for all of the facts to come out. I was watching some of the congressional questioning of Hayward just now and it's a waste of time. Politicians are getting TV face time and Hayward is saying I cant answer that just yet.

BP has been playing PR instead of being upfront about their mistake from day one. Right off the bat they started "hiring" people for the cleanup, but part of the hiring process involved signing a waiver that let BP out of personal damages. BP's attorneys admitted to this with an apology and promise to tear the paperwork up. Then, it has taken pressure from groups like SkyTruth.com to get BP off their ridiculous initial claims of 1,000 bbls a day to 5,000 bbls a day and now it's estimated at 65,000 bbls a day after discovering that HD footage was available the entire time, although BP would only release low grade footage? That's beyond burying your head in the sand. ***************************8.
