I think it was a done deal until Herbie announced it right before the SECCG and Miles backtracked. Miles would have gone to Meeecheegan if Herbie had kept his mouth shut.
If he was going herby announcing it wouldn't have changed anything. It may have ended any ongoing discussion, it wouldn't have stopped him from going if he had already decided. It's just one of the many things that herby and jemella the whalela were wrong on.
