That's GOTTA be Will Ferrell on the stick, eh?

 

It is. It's from the skit on SNL when the Blue Oyster Cult was in the studio with Christopher Walken as their producer. Farrell was in these clothes that were about 3 sizes too small. He had everyone in that skit cracking up. It was quite possibly one of the funniest things I've ever seen.
