OK this is what I know about Leonards Losers. Its always been arond since I can remember (I am 33 BTW). Leonard died some time ago and now his son writes these I think.
Anyhoo to answer your second question, The twist on these predictions is that he picks the LOSER of the games, hence the title Leonards Losers. He is predicting USC to lose by 10.
