    The guy used to work at the WSJ if anyone is registered there you might be able to find more information.

    Sudan offered to give up Bin Laden in March of 1996.

    Same year 09-11 plan was started.

    I think you mean Richard Clarke who was the Counter-terrorism chief. It was a little more problems with people from State Department than Cohen (Def), but Cohen was involved. I think their problems were more about responding(or not responding) to the USS Cole bombing in 2000.
