What happens if you sign too many players and they all qualify? Is there a place where all these recruiting rules are posted? Thanks.

There is no one place that addresses

oversigning. Signing LOI's and awarding scholarships are two different animals. In the case, you mentioned, some of the players would have to accept delayed school enrollment until the following calendar year (called "gray-shirting") , usually in Janiary so they participate in Spring drills for that year. If a signee is unwilling to accept that, the school can "refuse" to fund his schoarship, which nullifies the LOI and releases the player, allowing the player to sign with another DIV 1A school for next Fall and not lose any eligibility and be able to play his true freshman year. Al of this assumes as you said that he is a full qialifier and there is no TOPS scholarship available to him or he isa not willing to acept TOPS if it is available to him. If a player really wants to go to LSU he can walk on like a non-scholarship player in the Fall, but that would not allow him to grayshirt because he would be a full-time student, and grayshirts cannot be fulltime students in the Fall.
