Because they were hidden and he didn't want the world to know he had them. Duh again. He thought Bush was bluffing and that the same old crap would happen. He'd thumbed his nose at the sanctions for 14 years. Why woiuldn't this be just another empty threat? He gambled and lost. If Obama had been President Uday and Qusay would be Kings of the World by now.
