I as see us repeatedly penalized for Illegal procedure for not enough men on the line of scrimmage, I wonder why the quarterback on an offensive play, or a blocking back in punt formation, is not responsible for checking the formation to ensure the players are lined up properly. Since the same formation when punting is used repeatedly, it seems simple for a blocking back on each side of the formation to glance toward the side line to ensure we are legal.

While on offense the quarterback surely knows where the players should be lined up and he should spot it instantly.

Joke that may be, but it's quite an interesting concept.
