If you think that is the neck, you need to take an anatomy class. In your two previous pictures, hand is on the top of the v of the shoulder pads just below the neck, ... in the second pick, the hand is in the vicinity of the neck but it is after contact and not touching a damn thing.

As far as “neck area” .... your ass is in the neck area relative to your toes. But biologically, the neck starts above the collar bones ... and I don’t see no hand hittin it. Maybe a finger tip, but no hand. Sorry dude .... it was a bad call. There was no intent to target, and there was no actual target.

By the letter of the rule, that's all it takes....I think there should be levels with targeting, like the NBA with flagrant fouls.

Moscona did a real good job yesterday breaking it down. I honestly didn't know the rule until I heard it yesterday. Any contact above the neck to a defenseless player is targeting.
