Scheduling would have to be mandated by the NCAA via lottery, and no school is going to be happy being told that they must schedule certain OOC opponents. Even this won't happen because the WAC, as a mid-major, doesn't have anywhere near the clout to enact such a measure. The major conferences aren't about to derail the gigantic gravy train they've created with the BCS. So we can all forget about a playoff for the foreseeable future, which is the only solution to Boise State's problem.
The starting point for the mid-major hype machine was, without a doubt, Boise St./Oklahoma. Boise beat one of the most storied programs in the country in spectacular fashion. It gained a head of steam with the complete a$$-stomping Utah dished out to Bama last year. So to answer your question, the hype depends in large part IMO to how those vaunted teams perform in BCS bowls. It's a bit of a lose-lose for major conference opponents, as mentioned earlier. After all, no one uses UGA's destruction of undefeated Hawaii as justification for denying mid-majors a shot at the crystal trophy.
Say what you will about Boise State... they beat Oklahoma in 2007 with Peterson in the Fiesta Bowl, probably the most exciting football game I have ever seen. They could have played with anyone that year. They need a 8 team playoff and then you can allow the Boise States of the world a shot.
Boise State just needs to buck up and join the Pac-10. For that matter they can add Boise, and Utah, cut the conference in half, and have a championship game.
It's a shame that isn't a two-way street. Using two teams from different conferences on different occasions, each of whom have only accomplished the feat once a piece, doesn't seem like valid a justification for the rest of their conferences as a whole. That mostly applies to Utah and the Mountain West. Boise St. is speaking for themselves. Absolutely, that was a hell of an entertaining game to watch.
If college football had an actual system to crown a real champion, this wouldn't happen. Until the Pac 10 and Big 10 get off their asses and agree that a real playoff is needed this is going to happen. The SEC and Big 12 actually seem to agree on this. Boise St and Utah should try everything possible to get into the Pac 10. Until they do, they won't get a fair shake.
