they reset the sticks for every player. They're trying to gauge how high that player can jump not how high up he can reach.
Yeah, but it's the difference between a player's flat footed reach and their reach when they apply all the hop they have in them is how vertical numbers are calculated.
Sticks stay the same. They take the athlete's height and arm reach then do the math. At least that's how they did it at all the camps I went to when I was younger.

They still do I believe. Stand upright and still, lift your artm as high as possible and the chip you touch becomes your bottom of the scale. Then jump up and touch the highest one you can and that becomes the top end of your scale.
Which is why I've always maintained the NFL Combine is one of the biggest wastes of time and money in pro sports. There is no better way to evaluate talent than game footage. This will always be the case, but every year, someone goes to the Meat Mark - err....Combine and takes in the suckers.
