Scott Morrisson has never said that WHO should be able to unilaterally lock down countries. A quick Google search shows that what he supports is to give WHO powers similar to weapons inspectors, and a greater role in directing countries on how to deal with pandemics.

Besides all that, Scott Morrisson is not Joe Biden.
