This is correct. They are lacking the basic fundamentals that is sometimes known as 'the process'. Until you have that you'll never improve because you don't even have a starting point.

I don't buy into the "we don't have the talent" argument. Our recruiting classes have far outpaced those we lost to. The talent isn't being tapped in to for whatever reason.
