    OR, they will first use them as blackmail tools to help nudge her to their benefit. Not obvious and sudden policy changes. Instead say the US would soften our NATO stance with respect to Russia. If you are skilled in the diplomatic world, AND if you have shit on the leader of your diplomatice foe, you can do some business on your behalf.
