The bill has no teeth. Just more feel-good legislation. Included in it is the provision . . . “Nothing in this section shall be construed to affect existing law or authorities relating to the detention of United States citizens, lawful resident aliens of the United States or any other persons who are captured or arrested in the United States.” It would violate the Posse Comitatus law, which forbids the use of troops for domestic law enforcement when civilian organs of state are available for this purpose.
