Yep, we should be helping most of these students with trade school education instead of paying their way through a 4 year university, especially the people with 2.0-2.5 grade point averages.
Trade school? Where have you been amigo? Trade schools have all become community colleges with basketball teams, libraries, and other amenities that make them more expensive, more academic and less focused on technical training. But they can get TOPS scholarships on the taxpayers dime.
