I had checked and though San Antonio has a bike share program, it is not free and when a user has a bike, they are paying for time. That time stops when the bike is placed back into a paying bike dock. LSU has no program for bike share. Dude took it, got arrested for it and is certain to be found guilty of stupid. Though true, this is no justification for the kid that took the bike. Kid has himself a problem.
There are villages in Oregon like that. In Louisiana, when you leave a bike unlocked, it says "STEAL ME".
