No, they are saying that because if UT loses there is no longer a 3 way tie, and all this BCS stuff is no longer applicable. In the event of a UT loss, there will be a tie between 6-2 UGA and 6-2 UF. Florida beat UGA head-to-head, so UF would go to the SECCG.
