There are public shools all over America that are getting it done. Utah public schoos are great. Schools in small-town and suburban Texas are very good. Louisiana schools are WAY below average in every category, mostly held back because of some really wretched schools. Nevertheless there are still some very good public schools in Louisiana. It's all about the demographics. School systems with large numbers of poor people must cater to the lowest common denominator and are always behind the curve.
