Yes, but just as I told Vee . . . that is a subjective opinion based on your opposition to his politics. I don't think his executive orders have been much different than any other President. Many of them are politically controversial. Dubya blocked stem-cell research, sidestepped the Geneva convention rules on torturing prisoners of war, and allowed faith-based groups to ignore discrimination laws to get federal funding. Clinton set up a new federal agency that implemented UN treaties within the U.S. Bush 41, Reagan, Carter, Johnston . . . all have implemented controversial EO's. Exactly what makes Obama's worse. Be specific.
