CA has one of the most expensive, yet ineffective, public school systems in the US. The money goes to administrators and to CalPERS, not to students. You are woefully unprepared to have this discussion. The UC system is quickly becoming a joke. UC Bezerkeley has continued to slide down the academic ranking system and the other UC's are filled with immigrants who have no understanding, appreciation, nor regard for either CA history or US history.
