He fakes/imitates a questionable fair catch. Kind of cheesy like when you fake a spike but then throw it. . Cool the first time for creativity but presents a plethora of safety concerns moving forward. They could have flagged the returner imo.
Technically not. The rule states explicitly that the hand must be waved above the head. I think the refs saw this and knew it wasn't a fair catch signal, which is why the whistle didn't blow once he caught the ball. However, I do think there needs to be a rule addition to penalize a team for trying to deceive the punting team that there is a fair catch signal. This could be a serious safety issue.
