Not to derail, but the responsibility for the death of Diana lies with the French department of highways. That tunnel had a naked row of huge concrete pillars between the lanes of traffic! In the US, there would have been a big honking' guardrail along those pillars. It would not have mattered if paparazzi were chasing them and the driver was drunk. The car would have slid along the rail with only damage to the car. It was irresponsible highway engineering that was to blame.
