Total failure? I hardly think so. These things take time. Just like the tsunami relief it starts slowly and gains speed as the resources start rolling in. More troops, more cops, more supplies and more utility repair crews are arriving every day.
New Orleans is a high crime city. And when the good people leave and the thugs remain and know that the police are preoccupied crime will obviously run over. They aren't making any of this up.
its a total embarrassment we had aide quicker to the tsunami victims than to our own country. that will go down on record per the mayor on tv. i dont think anyone can attempt to spin this one.
