I am suspicious. What was the breaking point for NK? It could have been a recent nuclear bomb test disaster that set NK back significantly and they need time and resources to regroup and rebuild their program. Like with Iran, I don't believe evil empires just decide to forgo their ambitions for Western dictated peace.
