What is it?

    Is it some type of stand for something?

    Is it to make a flange or flare the end of a tube?

    Good guess, but all the flangers I have seen are two-piece tools with a mandrel and a form. Maybe its for plastic tubing.

    I'm thinking it may be some kind of diffuser for air or liquid. It is similar to the portable launch pad of a V-2 rocket, with a cone to deflect the rocket exhaust on takeoff.

    Yeah but what are those 2 (I'm presuming there is a 3rd that we can't see) slits cut into that ring at the top? That would mean something bigger fits in there and that allows for the extra room needed. It has to hold something, a candle?

    It has to be something hollow to make any sense. Unless that cone is just a design element.

    That point could stick into the bottom of a candle, I know, its not a candle holder but damn, why is that top ring in 3 pieces? But it also looks like that ring around them isn't segmented so just another curve.

    Whatever it holds it is a friction fit, with the steel ring as a tightener, so it's nothing high-pressure. The cone deflects and spreads out whatever is coming out of the tube.

    @plotalot What material is it constructed of?

    Would the cone be used for centering something? Is the bottom of the base attached to something else? Does it have threads on the bottom?
