That looks like an antique saw for cutting open a skull.
This is what I could find online.

Looks like the projectile for an old dummy round. How long is it?
Its about 30" long and about 5" in diameter at its base. It is not a dummy projectile.
Is it a cypress stump?
It is a tool used for a specific purpose.
