It is subject to interpretation for sure. I have seen some argue that if Obama was born in Kenya he wouldn't be a birthright citizen because his mother had not lived in the US for five years after the age of 14. I have also seen others argue that when that requirement was stripped away in 1987 it was done so retroactively. But this is all moot since he was born in Hawaii.
