This is exactly his point. The confederacy was a laboratory for states to experiment with slavery to best solve its issues. Clearly some things are best accomplished in the federal purview and states are not always free to act independently. The Tenth Amendment did not reject the powers implied by the Necessary and Proper Clause of the US Constitution. Article 1, Section 8, Clause 18.

I'm less concerned with the number of times someone changes their mind and more concerned with what they have changed their mind to. If someone never changes their mind, then they're remaining consistent for the sake of remaining consistent which is a stupid reason to not change you rmind. There is nothing wrong with changing your position in light of evidence that your current position is not a good one. That's actually a sign of intelligence. Unless of course you changed your mind to something not very intelligent...
