My guess is that it is because the south is more conservative than the north, and Paul is running as a "true conservative".

I stand corrected...apparently I'm not alone here, after all. My wife took it, too...and she also had DH and FT...but was in agreement with EVERYTHING with DH...a score of 63...and only disagreed with FT on energy...with a score of 57.
