  2. Actually Bush declared the state and area a disaster prior to the storm hitting and released FEMA and other federal agencies to begin work. He pledged $52 billion to rebuild the area. When the management was not up to the task (it truly sucked) he replaced them.
    The inaction he was falsely accused of was getting people out of the city and getting relief to the Superdome & Convention Center after. If you remember the devestation was so extensive and flooding so bad it took time to move everything the long distance. You can't evacuate too many people in helicopters.
    The federal response was flawed but underlying the problem was the size of the storm and the complete failure of city and state governments. Nagin and Blanco were worse than useless.
